Survey: Structural Inclusion Key to Afghan Diaspora Elites’ Role in Country’s Future
A recent survey conducted by DID Press reveals that an overwhelming majority of respondents believe Afghanistan elites living abroad can play a meaningful role in the country’s political future only if the political system allows their inclusion and participation.

The poll asked the question: “Can Afghanistan elites abroad play a role in Afghanistan’s political future?” Respondents were given multiple options, and the results were as follows:
77% said: “Yes, if the political structure allows their participation.”
8% said: “No, mental and geographical distance prevents influence.”
0% believed that the diaspora elites could contribute solely as advisors or international lobbyists.
15% responded: “Only if an inclusive government is formed.”
These results underscore a key insight: Afghanistan public perceives that diaspora elites can play a significant and effective role within a political framework as long as it is open and participatory. Notably, the fact that 0% supported a purely advisory or lobbying role indicates that the public expects a much more active and impactful domestic presence from these individuals—particularly in national decision-making and governance.
Moreover, the 15% who emphasized the need for the formation of an inclusive government as a precondition for return highlight the persistent challenge of political exclusivity. This remains a major obstacle to reversing the brain drain and reintegrating highly skilled Afghan professionals and intellectuals.
Conclusion
The survey findings suggest that Afghanistan’s political future depends, in part, on creating structural opportunities for the meaningful participation of its diaspora elites. This is not only crucial for rebuilding political legitimacy but also for enhancing the country’s governance capacity. A participatory political structure and an inclusive government are widely viewed as essential conditions for harnessing the talents and expertise of Afghans living abroad.
