Khalilzad Returns to Kabul amid Rising Taliban-Pakistan Tensions
DID Press: US-Afghanistani diplomat Zalmay Khalilzad’s unofficial trip to Kabul has fueled speculation about his role in managing Afghanistan’s ongoing crisis and shaping the country’s political future. Some Western sources view his presence as part of a “backchannel mission from Washington” to assess conditions in Afghanistan and explore the possibility of controlled engagement with the Taliban within the framework of U.S. regional interests. Taliban authorities, however, have sought to portray his trip as a private visit with no political significance.

Khalilzad’s arrival comes amid heightened diplomatic tensions between the Taliban government and Pakistan. During his stay, he reportedly held extensive meetings with senior Taliban officials, including Amir Khan Muttaqi. While the content of these discussions has not been disclosed, analysts suggest the focus was likely on reducing border tensions and preventing the escalation of regional conflict.
Observers note several points of significance. First, Khalilzad’s return to Kabul recalls his pivotal role in engineering Doha Agreement, which facilitated the Taliban’s return to power but has since contributed to new crises. Second, the timing of his visit, coinciding with increased pressure from Pakistan on the Taliban, suggests a possible attempt at tactical mediation between Islamabad and Kabul to prevent the collapse of prior security arrangements.
Analysts remain divided on the purpose of Khalilzad’s visit. Some see it as part of efforts to rehabilitate his political standing after the Doha process faltered, while others believe he retains extensive influence and networks within Afghan political and ethnic circles, potentially setting the stage for a more formal role in the future.
Regardless of the overt or covert motivations, Khalilzad’s unexpected presence in Kabul underscores continued involvement of international actors in Afghanistan, where the influence of Washington, Islamabad, and Doha remains deeply embedded in the country’s power dynamics.
