Tehran Orders Schools to Enroll All Afghan Students, Even Those without Documents

DID Press: Tehran’s Department of Education has issued a new directive requiring all schools in the city to enroll eligible Afghan students, even if they lack formal enrollment or education referral documents.

According to the department’s public relations office, the updated guideline for registering foreign students has been officially communicated to all schools across Tehran.

The directive emphasizes that, in line with national education policies, government directives, and legal provisions guaranteeing the right to education for all children, the main goal of the reform is to ensure maximum educational coverage and reduce the number of children left out of school.

Under the new order, Afghanistani school-aged children who were unable to obtain an educational referral for the 1404–1405 academic year (2025–2026) may enroll in the nearest school with available capacity if they meet any of the following conditions:

They were enrolled and studied in Iranian schools during the previous academic year.

A sibling (brother or sister) is currently studying in an Iranian school.

They possess a census registration slip or are in the process of receiving a residence permit.

School principals have been instructed to facilitate the enrollment of these students as quickly as possible to prevent any child from being deprived of education.
