Iran Issues New Enrollment Rules for Foreign Students in Schools

DID Press: Ministry of Education of Iran has issued updated guidelines for the enrollment of foreign students for the 2025–26 academic year, introducing stricter documentation and registration procedures for migrant children.

Under the new directive, only students holding valid documents issued by the Center for Foreign Nationals and Migrants Affairs under Iran’s Ministry of Interior will be eligible to enroll in Iranian schools.

The policy applies to all education levels, from kindergarten to secondary school, and also covers special education schools, adult education programs, and distance learning courses. Enrollment in technical and vocational schools will be based on academic guidance and available capacity.

The regulation further states that registration of foreign students in unauthorized areas is prohibited. Applicants must obtain official referral documents through designated welfare offices or relevant administrative centers after securing an appointment via the official system.

Authorities added that enrollment for foreign students will take place simultaneously with Iranian students and only within schools that have available capacity and fall within designated geographic zones.

Officials say the purpose of the new framework is to organize the registration process, improve transparency, and ensure better coordination in delivering educational services to foreign students.
