According to the media office, among those wounded was the election candidate, Saleh Mohammad Achakzai.
The explosion took place in PD1 in the city.
According to the media office, the casualty toll could rise.
So far no group, including the Taliban, has claimed responsibility.
However, Taliban group warned Monday that it will do anything to disrupt the upcoming parliamentary election scheduled for Oct. 20.
