In the new appointments, two faces from Hezb-e Islami led by Hekmatyar and Gulab Mangal, the former governor of eastern Nangarhar province, have been placed in the senior government positions.
Gulab Mangal, the former governor of Nangarhar province displaced Abdul Matinbek as the head of the independent local administrative organs.
In addition, the representative of Hezb-e Islami, Mohammad Amin Karim, who led Hekmatyar’s arrival to Kabul after talks between the party and the government, has been appointed as a senior advisor to president Ghani.
Juma Khan Hamdard, who is another figure of Gulbuddin Hekmatyar’s affiliates, replaced Muhammad Asif Rahimi as governor of Herat province.
Some experts believe that the replacements on the eve of the parliamentary elections are not coincidental, indicating organized engineering of the election.
Juma Khan Hamdard has worked as governor of Baghlan, Jawzjan and Paktia provinces, and in the first two positions, his local sovereignty ended with violence. Now, it will be clear what will happen in western Herat province as he has been appointed as the governor of a key province.
