The situation of Mazar-e Sharif city is not normal, Mr Noor said by releasing an announcement on his Facebook page, accusing the government of hatching plots against the city.

The full statement:
“Urgent: I call upon on all residents of Mazar to stay indoors, shops and markets must be kept shut until further notice.
Arg (the presidential palace) has been hatching plots against us to disrupt the security and peace of the people. Arg is violating the recent agreement reached between them and Balkh. We are looking into the issue as an urgent case.
Besides, from all sheriffs, heads of districts, elders, and officials are asked to wait for our next message and will be consulted with them regarding next steps.”

New tensions erupt between Arg and Balkh regarding recent dismissals and installations.
