The arrested militants were identified as Momin Khan, Sardar Wali, Azizullah, Hamid, Mustafa, Mir Agha, Mohammad Rasool, Nawab, Lal Agha, Munir and Ihsanullah.
They were arrested in PD-5 and PD-12 of Kabul city as well as in Bagrami and Paghman districts, the National Directorate of Security said in a statement.
The insurgents were involved in terrorist activities, planting mines, assassination of officials and tribal elders, the statement added.
According to the statement, light and heavy weapons and explosives materials were seized during the operation.
Haqqani terror network has been behind many of the high-profile attacks in Afghanistan.
On Tuesday, the Taliban announced the death of the founder of the network Jalaluddin Haqqani.
