DID Press: Iran’s Supreme National Security Council announced that Tehran and Washington have finalized a memorandum of understanding aimed at ending the conflict, providing for an immediate halt to military operations and the launch of a verification process for U.S. commitments before formal negotiations begin.

According to Iranian officials, all military operations across multiple fronts, including in Lebanon, have ceased, while the maritime blockade on Iran is to be lifted immediately under the terms of the agreement. The memorandum is scheduled to be formally signed on Friday.
Iranian authorities said the start of a 60-day negotiating process will depend on verification of U.S. obligations, including the lifting of maritime restrictions, the reopening process for the Strait of Hormuz, the release of part of Iran’s frozen assets, and the removal of oil and gas-related sanctions.
Kazem Gharibabadi stated that the 60-day talks would begin only after the verification process is completed. He said the negotiations would focus on the full lifting of sanctions, nuclear issues, economic reconstruction, and mechanisms for monitoring implementation of the agreement.
Iran’s military leadership meanwhile emphasized that the country’s armed forces would remain on full alert despite the ceasefire arrangements.
Sources familiar with the negotiations said final amendments to the memorandum include provisions related to management of the Strait of Hormuz and guarantees concerning the sovereignty and territorial integrity of Lebanon.
The agreement has reportedly been welcomed by several international actors, including Japan, Turkey, and European governments. In a joint statement, France, United Kingdom, Germany, and Italy said they would be prepared to lift relevant sanctions if Iran takes verifiable nuclear-related steps.
The report also noted that Donald Trump, who had previously advocated a “zero enrichment” policy for Iran, told the New York Times that Iran could maintain low-level uranium enrichment, a position some analysts view as a significant shift from his earlier stance.
Iranian sources added that implementation of measures related to the reopening of the Strait of Hormuz will begin following the formal signing of the memorandum, while a Qatari mediation delegation has concluded its talks and departed Tehran after intensive negotiations.
