Saudi Arabia’s NEOM Vision Falters as Costs and Technical Challenges Mount

DID Press: The Wall Street Journal has reported that Saudi Arabia’s ambitious NEOM megaproject has been significantly scaled back and faces major setbacks after soaring costs and technical challenges undermined some of its most ambitious plans.

According to the U.S. newspaper, the futuristic development in northwestern Saudi Arabia has encountered mounting financial and engineering difficulties. The report, based on satellite imagery and internal documents, said some construction sites have been shut down while partially completed infrastructure has been left in the desert.

Former NEOM employees cited by the Wall Street Journal reportedly questioned the accuracy of earlier financial projections, alleging that some estimates were overly optimistic and designed to secure continued political support for the project from Saudi Crown Prince Mohammed bin Salman.

Several key components of NEOM, including The Line, the planned linear city, have reportedly faced substantial delays and reductions in scope. The report also said some foreign investors have stepped back from further involvement.

NEOM was originally presented as one of the centerpiece projects of Saudi Arabia’s Vision 2030, with plans for futuristic urban development, advanced technology, renewable energy and new economic sectors intended to reduce the kingdom’s dependence on oil.

The Wall Street Journal report suggests that the scale of the original vision has increasingly collided with economic constraints, enormous construction costs and the technical complexity of building large-scale infrastructure in a remote desert environment.

The setbacks could represent a significant challenge for Riyadh’s broader strategy of using massive development projects to transform the Saudi economy and project the kingdom as a global hub for technology, tourism and investment.
