Muttaqi: Taliban Government Reflects Ethnic Balance, Foreign Policy Priorities
DID Press: Amir Khan Muttaqi, the foreign minister of the Taliban administration in Afghanistan, says the current governing structure is built on ethnic representation and a “balanced” foreign policy approach.

Speaking at a meeting in Kabul, Muttaqi claimed that representatives from multiple ethnic groups are included within the Taliban’s administrative framework, arguing that this composition has helped establish balance in governance and strengthen coordination across state institutions.
He further stated that the group has sought to design its administrative system in a way that ensures participation of all ethnic communities, which he said contributes to stability and effective governance.
On foreign policy, Muttaqi described the Taliban’s approach as “balanced,” emphasizing efforts to maintain simultaneous and even-handed relations with countries in the region and beyond.
He added that the group does not aim to align closely with one state while opposing another, but instead seeks engagement with all sides in its external relations.
The remarks come amid ongoing international debate over the extent of genuine ethnic inclusion within the Taliban’s power structure and differing assessments of its foreign policy direction.
