Herat Approves 1st Comprehensive Urban Master Plan for Long-Term Development
DID Press: Authorities in western Afghanistan have approved the first comprehensive urban master plan in the history of Herat, establishing a strategic framework for the city’s growth, infrastructure development and economic expansion over the coming decades.

The plan, finalized after nearly two years of technical studies, regional assessments and urban planning reviews, has received approval from the Taliban administration’s leadership. Officials say the project was prepared through coordination between Herat Governor Noor Ahmad Islamjar and the Ministry of Urban Development and Housing.
The master plan outlines a broad vision for the future development of Herat, including land-use management across residential, commercial, industrial, service and recreational sectors.
Key objectives include the construction of a new city covering approximately 50,000 jeribs of land, expansion of transportation networks, development of industrial zones, allocation of land for investment projects, establishment of logistics and cargo terminals, and measures to reduce traffic congestion and improve urban mobility.
The plan also prioritizes the expansion of green spaces and public parks, protection of Herat’s historical and cultural heritage, improvement of water supply and sewage systems, creation of employment opportunities, attraction of domestic and foreign investment, and prevention of unregulated construction.
Officials say the initiative is designed to strengthen Herat’s position as a major economic, commercial and transit hub in Afghanistan and the wider region.
