The attack started at about 11.30 am as a suicide bomber detonated explosives outside entrance door, clearing the way for gunmen to enter the building.
Attackers are still inside the department of Migrants and refugees affairs building, said Nangarhar’s Governor spokesperson.
Sporadic gunfire can be heard coming from the scene.
No group has immediately claimed responsibility.
