DID Press: Iran’s negotiating team has stressed that discussions on a final agreement cannot begin until key provisions of the memorandum ending the conflict are fully implemented, with Tehran pledging close and rigorous monitoring of the other side’s commitments.

Esmail Baghaei and spokesperson for Iran’s negotiating delegation, said Iran is determined to pursue the implementation of the other party’s obligations “with utmost scrutiny and seriousness.”
According to Baghaei, today’s meeting is dedicated to reviewing the implementation of the ceasefire memorandum and assessing progress on its key provisions.
He noted that, under Article 13 of the memorandum, negotiations on a final agreement are conditional upon the implementation of Articles 1, 4, 5, 10 and 11. He emphasized that without fulfilling these commitments—particularly Article 1, which concerns the cessation of hostilities across all fronts, including Lebanon—the process cannot advance to the next stage of negotiations.
Baghaei stated that the current round of talks is primarily focused on the implementation of these provisions, especially Article 1, as well as reviewing measures related to Article 10 concerning Iran’s oil exports and Article 11 regarding the release of blocked Iranian assets.
The remarks underscore Tehran’s position that tangible implementation of agreed commitments must precede any broader negotiations on a permanent settlement framework.
