First Iran–US Talks End With Roadmap and Lebanon De-Escalation Mechanism

DID Press: First high-level round of talks between Iran and the United States, mediated by Qatar and Pakistan under the reported “Islamabad Memorandum,” concluded in Lucerne with both sides reporting significant progress.

According to a joint statement issued by the mediators, the parties agreed to establish a Conflict Monitoring Unit in Lebanon aimed at helping ensure the cessation of military operations and supporting the implementation of agreed de-escalation measures. A high-level committee will also be formed to provide political oversight of the mediation process.

The statement said a 60-day roadmap had been drafted to guide negotiations toward a final agreement, while technical discussions are expected to continue through the end of the week. Specialized working groups on nuclear issues, sanctions, and dispute resolution have been tasked with advancing implementation efforts.

Iranian Foreign Ministry spokesman Esmaeil Baghaei said that ending hostilities across all fronts, including Lebanon, remains essential. He added that recent talks focused on oil export authorizations, the release of frozen assets, and mechanisms to ensure safe maritime transit through the Strait of Hormuz.

Meanwhile, Iranian Foreign Minister Abbas Araghchi said the negotiations had achieved important progress regarding efforts to end the conflict in Lebanon, suspend oil and petrochemical sanctions, ease maritime restrictions, and facilitate the release of part of Iran’s frozen assets.

Araghchi described the proposed conflict-monitoring mechanism in Lebanon as the first practical test of implementing the understandings reached during the talks.
