DID Press: Amnesty International said that Pakistan’s airstrike on Omid Treatment and Rehabilitation Center in Kabul, which killed at least 269 civilians, constituted a serious violation of international humanitarian law and may amount to a war crime.
In a report released on Wednesday, the organization said it found no evidence to support the Pakistani military’s claim that the facility was being used for military purposes and called for a transparent, independent, and impartial investigation into the attack.
Amnesty International said its findings were based on the examination of more than 60 photos and videos, 30 satellite images, and interviews with staff at the Omid Center, personnel at Ibn Sina Hospital, and survivors. According to the organization, the investigation found no indication of weapons, ammunition, or any military objective at the site.
The report said three buildings at the Omid Center, including the patients’ accommodation, the kitchen, and the dining hall, were severely damaged or completely destroyed. It added that most of the bodies were recovered from the dining hall.
Amnesty International also said that footage released by the Pakistani military did not show any secondary explosions that could indicate the presence of an ammunition depot.
The strike took place on the evening of Ramadan during Taraweeh prayers, when more than 1,000 patients were present at the facility. Following the attack, the United Nations Assistance Mission in Afghanistan (UNAMA) confirmed that at least 269 people were killed and 122 others were wounded. Amnesty International said the actual death toll could be higher.
The organization urged the Pakistani authorities to conduct an independent and impartial investigation into the attack and hold those responsible for any violations of the laws of war accountable.
Amnesty International said the strike on the Omid Center occurred amid an escalation of Pakistan’s airstrikes inside Afghanistan following increased border tensions between Islamabad and the Taliban in October 2025.
