Iran Missile Strikes Damage Haifa Refinery; Full Recovery Not Expected Before 2028

DID Press: Leaked Israeli interior ministry documents indicate that Iranian missile strikes on the Haifa refinery caused far more extensive damage than previously acknowledged, with full restoration of the facility now expected to extend beyond 2028.

The report suggests that damage from the strikes on the Bazan Refinery Complex is not limited to initially disclosed areas, but also includes additional critical infrastructure that had not been publicly reported.

According to the document, the extent of destruction is expected to significantly disrupt fuel production and supply chains, contradicting earlier statements by Israeli Energy Minister Eli Cohen, who downplayed the operational impact.

The strikes reportedly resulted in the shutdown of all refining units, along with severe damage to associated power-generation facilities within the complex. The operating company previously estimated losses at between $150 million and $200 million in a report submitted to the stock exchange.

The leaked assessment further notes damage to gas turbines, boilers, electrical control rooms, and multiple support systems, as well as the destruction of a fuel storage tank that is considered beyond repair and must be fully replaced.

The report adds that the loss of storage capacity will directly affect gasoline production capabilities and compliance with required market standards.

Officials cited in the document state that full reconstruction of the facility is unlikely before 2028, despite earlier long-term plans to gradually relocate petrochemical industries away from the Haifa Bay area by 2031.

The Bazan Refinery Complex remains one of Israel’s key energy and petrochemical hubs, playing a central role in fuel refining and national energy supply chains.
