Pakistan Leads Quiet Mediation Between Libya Rivals

DID Press: Pakistan has launched a diplomatic initiative to mediate confidential talks between Libya’s rival eastern and western factions in an effort to narrow political divisions and seek a power-sharing arrangement, according to reports.

Reuters reported that Islamabad began its mediation efforts late last year following requests from Libyan parties. The initiative is being conducted with the knowledge of the United States and support from some regional actors.

Under Pakistan’s proposed plan, a 36-month transitional period would be established to divide power among rival factions. The proposal reportedly includes keeping Abdul Hamid Dbeibah as prime minister, appointing Saddam Haftar as head of the Presidential Council, and assigning control over national budget matters to Khalifa Haftar.

Reports indicate that the United States has been informed about the negotiations, while Saudi Arabia supports the process. Qatar and Türkiye have also welcomed Pakistan’s role in efforts to resolve Libya’s political crisis.

Analysts say the main challenge facing the initiative is ensuring the implementation of any potential agreement, as previous Libyan deals have collapsed due to disputes over the distribution of political power and oil revenues.
