Hamas Announces General Amnesty in Gaza to Restore Security, Stability

DID Press: Interior Ministry in Gaza Strip has launched a general amnesty program for members of armed groups and collaborators with Israel, following a directive from Hamas movement. The initiative aims to restore social and security stability in Gaza after two years of devastating conflict.

In an official statement, Hamas said individuals “misled” by Israel will have to renounce their activities till next Sunday and express remorse in order to qualify for amnesty. The Interior Ministry stressed, however, that the pardon does not apply to those involved in killings or other serious crimes.

The decision comes as the ceasefire in Gaza enters its third day, with some reports indicating that prisoner exchanges may begin as early as Monday morning.

During the two-year conflict, Israel reportedly relied on local collaborators — including a militia known as the “Yasser Abu Shabab gang” — to spread insecurity, loot humanitarian aid, and weaken Hamas’s authority.

Gaza’s security officials said the amnesty aims to promote internal reconciliation, reduce gang activity, and strengthen social order in war-affected areas. Observers believe the measure can help rebuild Gaza’s political and security structures and bolster Hamas’s legitimacy in the post-war period.

Analysts also view the move as part of Hamas’s effort to manage the transition phase and prevent renewed Israeli influence within Gaza’s social fabric.
