UNSC to Vote on US Draft for Gaza and Palestinian State

DID Press: UN Security Council is set to vote on Monday on a U.S.-proposed draft resolution for Gaza, which calls for the deployment of a multinational stabilization force and outlines a formal pathway toward the formation of a Palestinian state. While Israel strongly opposes key elements of the proposal, supporters of Palestine view it as a potential first political step toward ending the occupation.

According to diplomats, the U.S. draft envisions the formation of an “International Stabilization Force” tasked with securing the Gaza Strip, dismantling military infrastructure, and advancing the disarmament of Hamas. A trained Palestinian police force would operate in coordination with this multinational mission.

The plan further links the complete withdrawal of Israeli forces from Gaza to the full deployment of this international mission across the territory. Notably, the draft includes a highly contentious clause establishing a “credible pathway” toward the creation of a Palestinian state—a provision derived from U.S. President Donald Trump’s 20-point framework, now incorporated into the main text of the resolution.

Israeli Prime Minister Benjamin Netanyahu and his cabinet have rejected this clause outright, insisting that the establishment of a Palestinian state is “unacceptable at any stage.” Diplomats, however, say the chances of modifying the text are slim.

The vote comes at a time when Gaza is facing an acute humanitarian catastrophe after months of war and siege. Many countries supporting Palestinian rights see the resolution as a potential foundation for Gaza’s reconstruction and a step toward restoring the political rights of the Palestinian people.
