China Imposes Export Controls on 40 Japanese Entities Over Security Concerns

DID Press: China has placed 20 Japanese entities, including the National Institute for Defense Studies, under export control measures while adding another 20 organizations, including Mitsui E&S, to a monitoring list, citing national security concerns.

The Chinese Ministry of Commerce announced on Monday that the decision was taken to safeguard national security and interests and to fulfill international obligations, including non-proliferation commitments.

According to the ministry, exporters are now prohibited from supplying dual-use goods to entities listed under the export control regime. It also stated that organizations and individuals outside China are barred from transferring or providing Chinese-origin dual-use items to these entities, with all related activities required to cease immediately.

In addition, 20 other Japanese organizations, including Mitsui E&S, have been placed under enhanced scrutiny. Authorities said stricter reviews will be applied due to uncertainties regarding end-users and end-use of dual-use goods.

Under the new rules, no export licenses will be granted for dual-use items intended for military use or for activities that could enhance Japan’s military capabilities.

A spokesperson for the ministry said the measures are based on China’s export control law and dual-use regulations, and are intended to prevent what Beijing described as “rapid moves toward modern militarization” in Japan.

The ministry emphasized that the restrictions target only a limited number of entities and do not affect normal trade and economic relations between the two countries.
