Herat Orders High Water Users to Install Meters, Build Recharge Wells

DID Press: Authorities in Herat Province have ordered high-volume water consumers to install water meters and construct recharge wells as part of new measures aimed at protecting declining groundwater resources amid prolonged drought and increasing pressure on the region’s water supply.

The Harirud Sub-Basin Authority said the directive applies to farmers, landowners, industrial parks, wedding halls, saunas, markets, public bathhouses, car washes, and other facilities with high water consumption.

According to the authority, the measures have been introduced in response to climate change, recurring drought, and the excessive extraction of groundwater, all of which have led to a significant decline in groundwater levels across Herat.

Under the directive, affected facilities have two weeks from the date of the announcement to construct recharge wells and install water meters on agricultural deep wells and drinking water wells.

The authority said technical and inspection teams from the Harirud–Murghab River Basin Authority and the Lower Harirud Sub-Basin Authority will conduct site inspections after the deadline to assess compliance.

Officials warned that legal action will be taken against individuals and businesses that fail to comply with the new regulations in accordance with applicable laws.
