SCO Calls for Inclusive Government in Afghanistan

DID Press: Leaders of the Shanghai Cooperation Organisation (SCO), in their final declaration at the Bishkek summit, called for the formation of an inclusive government in Afghanistan with the participation of all ethnic and political groups.

The leaders said an inclusive political structure was essential to achieving lasting peace and stability in Afghanistan. They also emphasized the need for an independent and neutral Afghanistan free from terrorism, extremism and illicit drugs.

SCO member states reaffirmed their readiness to support international efforts aimed at promoting peace, stability and development in Afghanistan, while stressing the importance of stronger regional cooperation against terrorism, extremism and drug trafficking.

The Bishkek summit also focused on broader security and economic cooperation. Leaders signed a series of documents, including initiatives related to counterterrorism, drug control, energy cooperation and other regional priorities.

Pakistan formally assumed the rotating chairmanship of the SCO for 2026–2027 and is expected to host the next SCO leaders’ summit in Islamabad in 2027.

Afghanistan has held observer status in the SCO since 2012, but Taliban representatives did not attend the Bishkek summit.

The organization has consistently regarded Afghanistan as a major regional security concern, with member states repeatedly expressing concern about terrorism, extremism and narcotics while advocating a broader and more inclusive political framework.
