“The plan of the electoral zone has been sent to ARG palace at least 10 months ago, but has not yet received comments on this by from ARG,” said Mazullah Dawlati, the administrative and financial deputy to the election commission.
“On the basis of law, the cabinet must reject or approve this bill,” he added.
According to this bill, the provinces will be divided into electoral districts in terms of population and the number of seats held at the National Assembly.
“In the current situation, the issue of electoral zones are not technical, but political. We offered the reapportion and set standards as well as dividing provinces that have one to five seat into one zone, off course, except women’s share!” Mr. Dawlati noted.
Meanwhile, the reapportion has its own opponents and supporters. The observatory agencies urge the government to respond the IEC.
“We do not have accurate statistics on the population. We cannot determine the borders if we make the electoral districts small. This is a good plan but not for this election, it is good in the upcoming election,” said Fazal Ahmad Ma’nawi, former chairman of the election commission.
“The parliamentary election and district council will be held with a delay of several months,” a senior member of the commission said.
The election commission which does not have a brilliant record in holding elections, and how the upcoming election will be held, is a question that time will answer.
