DID Press: Turkey’s government has submitted a 12-article bill to parliament aimed at creating a legal framework for the post-disarmament period of the Kurdistan Workers’ Party and the reintegration of eligible members into society.
The draft, titled the “Law on Strengthening National Solidarity and Social Integration,” focuses on the dissolution of PKK structures, weapons handover, security oversight, limited legal measures, and social rehabilitation programs.
According to the bill, legal benefits would only apply after the complete end of armed activities is officially confirmed by security institutions. Some cases linked to PKK membership could be suspended, while serious crimes such as murder and major violent offenses would remain excluded.
The legislation also includes education, employment, and social support programs to help eligible former members return to civilian life. A high-level government body and a parliamentary commission would monitor implementation.
The bill is presented as a legal framework rather than a direct political agreement, with Ankara saying its goal is to end armed activity, strengthen internal security, and promote national unity.
