The Taliban group has emphasized that the group must be recognized as a war side, not the political side of the government as well as holding the second Bonn conference and the establishment of an interim government.
Some of the group’s suggestions to the Americans are as follows:
1. To eliminate the names of Taliban leaders from the blacklist.
2. To recognize Taliban as a war side, not a political side.
3. To provide the security of Taliban’s families living in the areas.
4. To appoint the governor, security chief, and police commander in the areas the group’s families are living neither from Taliban members, nor from government affiliates, but from the neutral group.
5. To open the Taliban’s accounts in the global banks.
6. To form an interim government within the framework of the Bonn conference.
7. Direct talks with Americans.
8. To replace individuals from an impartial group at the State Department, Ministry of Interior Affairs, Defence Ministry and the National Security Directorate.
9. To release senior Taliban figures from Guantanamo and Bagram prisons.
10. To dismantle High Peace Council and launch election to elect representatives of HPC from across the country.
It can be deduced from the Taliban suggestions that America is also interested in second Bonn conference and the probable establishment of an interim government is high as well.
The Taliban group asserted that they are not negotiating with the Afghan government because each time the details of the talks have been revealed by the representatives of the government to Pakistan and Pakistan has identified Taliban representatives and killed them.
