Hekmatyar Not proper option for HPC presidency
The evidence reflects the fact that push factors on the government are getting close to choose Mr. Hekmatyar, as head of high peace council (HPC). Meanwhile, the content of Hezb-e Islami peace agreement with the government, Hekmatyar’s stereotypical emphasis on the importance of peace and as he vowed his cooperation in fulfilling the process at Laghman, ARG, and Ghazi stadium conference, shows that this point in a political-military project has been set as a goal by political influences in the country and coordinated political-security measures in relation to Hekmatyar’s entrance and powerful participation of Hezb-e Islami in the power structure has been set to achieve the goal.
At the same time, flexibility and national reconciliation is a positive phenomenon. On the other hand, any political-military faction in any way, is useful and makes Afghanistan one step closer to peace, security, and stability horizon, but first, making the policy a project and formation of political power makes the status complex and crisis wider and destroy national trust which the consequences would not be controlled and managed. And secondly, if such seal does not be in different security-political situations, based on an acceptable political logic, political structures would not form correctly, logically and effectively.
On the other hand, Mr. Hekmatyar invited Taliban to peace process after returning to Afghanistan and asked them to renounce violence. But soon that group criticized the statements and positions of Hezb-e Islami leader and the spokesperson of that group warned Hekmatyar “not to say propaganda.”
Furthermore, Jamiat-e Islami, a powerful and decisive party in country’s political cases have also expressed its opposition against negative approaches of Hekmatyar and asked him to avoid using “ironic and violent rhetoric” which is contrary to the pacifism spirit of Afghanistan’s nation.
However, peace council directorate is a role, which it first does not have a complete neutrality and is related to the process involved in crisis and conflict in Afghanistan, especially in the last two decades. Secondly, it requires that candidates for the role and the dependent courses, should not have a history of conflict with the forces involved in the conflict, because this background will undermine its credibility and face the national peace process with a major challenge. Must bring the best option that should be a model of Pir Sayed Ahmad Gilani, who is not recognized as one side in the civil war in the social and political environment of the country and does not have a history of bleeding with Taliban and other insurgents. Hezb-e Islami and Mr. Hekmatyar, despite extremism, prolonged struggle with all, either during Jihad and later and charged war crimes and crimes against humanity, is not only a good option to head the peace council of Afghanistan, but also it may harm its points and the result will be nothing but destruction of peace and national security.
