Iran: Bringing Back UNSC Sanctions Illegal

DID Press: Iranian Ministry of Foreign Affairs, in a statement, condemned a move by France, Germany, and the United Kingdom to trigger the mechanism for reinstating UN Security Council sanctions against Tehran, describing it as “unjustified, unlawful, and a continuation of U.S. policies.”

The statement reads as follows:

The Islamic Republic of Iran strongly condemns the action by the three European countries—France, Germany, and the United Kingdom—in abusing the Joint Comprehensive Plan of Action (JCPOA) dispute resolution mechanism to reinstate Security Council resolutions that were terminated in 2015 under Resolution 2231 and the JCPOA. Tehran regards this as an illegal, unjustified, and provocative measure.

UN Security Council Resolution 2231, as an integral part of the JCPOA, endorsed the agreement, confirmed the peaceful nature of Iran’s nuclear program, addressed unfounded allegations regarding its objectives, and simultaneously introduced rigorous verification measures. Pursuant to Resolution 2231, all Security Council resolutions imposed on Iran between 2006 and 2010 were annulled, and it was decided that the Iranian nuclear file would be removed from the Council’s agenda in September 2025.

The destructive initiative by the three European states to revive revoked Security Council resolutions comes at a time when Iran’s safeguarded nuclear facilities have suffered unlawful attacks by the Zionist regime and the United States—actions that openly violate the UN Charter, endanger international peace and security, and severely undermine the foundations of non-proliferation regime. Not only have the three European governments failed to condemn such acts of aggression, but by misusing the JCPOA dispute settlement mechanism, they have compounded their unlawful conduct.

These states also disregarded the September 9, 2025, understanding reached between the Islamic Republic of Iran and the International Atomic Energy Agency (IAEA)—an agreement welcomed by the international community—even though their primary pretext for invoking the snapback mechanism was alleged lack of cooperation between Iran and the IAEA. Furthermore, they dismissed Iran’s constructive proposal, which they themselves had acknowledged as reasonable, exposing their pursuit of political expediency from the outset.

Iran has consistently sought to keep the path of diplomacy and engagement open. However, these countries, despite their claims, have shown no independence and continue to follow unilateral and unlawful policies of the United States.

The Islamic Republic of Iran underscores the following:

Today’s action by the three European states at the UN Security Council to advance the process of reinstating annulled resolutions is illegal, unjustified, and provocative, seriously undermining ongoing diplomatic efforts.

The full responsibility for the consequences of this move—should it result in the reimposition of terminated Security Council resolutions against Iran—rests with the United States and the three European countries, who, through distortion of facts and baseless claims, have pressured some non-permanent Council members into alignment.

This step, taken without consensus and despite strong opposition from several Council members, not only further erodes the credibility of the Security Council but also delivers a blow to diplomacy and the global non-proliferation regime.

Iran’s peaceful nuclear program is rooted in the will and determination of Iranian people for scientific and technological progress. The nation remains resolute on this path. While pursuing its interests and rights, including through diplomacy, the Islamic Republic reserves the right to respond appropriately to any unlawful measure.

The Islamic Republic of Iran calls on all responsible members of the international community to reject today’s unlawful action of the three European states at the Security Council and to refrain from granting it any legitimacy.
